The new neighbourhood is situated between Eilat and the beach, on a slight slope, the altitude varying between 20m and 50m, overlooking the Red Sea. The proposed scheme covers an area of 38 acres and consists of a civic and commercial centre and 900 housing units. It is based on the conversion of existing topography of the site - a slightly undulated slope - into a sequence of stepped terraces descending towards the sea.

A central pedestrian road crosses the whole neighbourhood, passing the communal center and continuing in south-east direction to the sports complex near the beach. All the minor pedestrian paths join this central communication axis, the chief link with the future hotel and tourist area on the seashore.

Each block contains 50 duplex flats and several three to four-room flats. A pedestrian bridge over the traffic street connects all the building groups. The module applied is 4.5 m wide, its depth varying according to the size and type of the apartment. All buildings are staggered in cross-section as well as in plan, the roof of the lower apartment serving as terrace area for the apartment above. The conventional access to apartments from anonymous staircase or elevator landings was transformed into an open spatial relationship between the pedestrian path and the stairs leading into the individual flats and houses.
