The town has been planned as a satellite of Naharia, whose expansion is restricted by the surrounding agricultural area. Oshrat has been sited east of Naharia on a height between 200-250 metres above sea-level. It will contain the administrative and cultural institutions of the region and will serve as a centre for hill farming and recuperation.
