The physical planning of a country must be based on economic, social, and defence considerations. A conditio sine qua non of its success will be the organization, coordination and synthesis of these factors within a planning frame that is followed by development proper.
The physical characteristics of the land, i.e., its vegetation, climate soil, water resources, and mineral deposits, constitute a basis for the National Plan, which aims effectively to serve the interests of the individual and the community.
