The area the government decided to use was a relatively long, narrow plot, situated in the center of the new city, outside the old walled city. The old city is a dominant feature in the area, and the design of this project is at once a reflection of and a counter-balance to that element. The plan comprises a close-knit complex of modular buildings, which permit an interchange of space design and utilisation.
The segmented U-shaped main complex forms a central ceremonial piazza, loosely enclosed by two smaller buildings and the end segments of two other angled complexes which lead to the street entrance. Between theses structures lies the V-shaped entrance square leading to the main building. The roof overhang is supported by communication towers, with ramps leading into the buildings. The overhang, the recessed facade and the inset concrete-framed windows, protect against the Mediterranean sun.
The main entrance piazza leads, via a diagonal road, directly to the heart of the Old City. The piazza is a public area, an organic
continuation of the city center, providing public services during all hours of the day. Surrounding green belts and an underground parking and supply area, entered from the main street, make the piazzas and walkways safe for pedestrians and keep the complex environmentally clean.
The plan allows for future expansion following the design concept of the basic layout.
Among the six finalists of the competition was the Entry No. 138527 submitted by the office of Arieh Sharon-Eldar Sharon, in collaboration with local architects K.Vafeadis, T.Zembylas, and D.Kythreotis.
